Kenmore electric range burner problem?

Burner will automatically go to high. If the dial is set to a low number like 3 it will eventually get as hot as possible and you have to turn it completely off. Repair man came but it will not do it while he is here? Anyone know if replacing the element if this will take care of problem. The stove is a traditional coil element.
